Error when run create accounting

Hi all,
I found error when I run create accounting for Payment transaction in Payables R12:

"There are no eligible transactions to account. Please update the parameters or submit the request at a later time when there are transactions requiring accounting."
Messege number : 95349

Parameters:
Mode : Draft
Error Only : No
Report : Detail
Include user Transaction Identifier : No
What should I do?

Before that, I tried to run create accounting online but create accounting online couldn't be created. What's happen? What should I do?
