Oracle11i - Cannot change labor rate in Override Unit Price field

Hi Team,

My user is facing the below issue for a 'BILLABLE_TM' type ticket .

Cannot change labor rate in Override Unit Price field.  Credited the invoice and want to rebill but not letting to  change the labor rate from List Price $X to $Y in Override Unit Price field, it is greyed out.

Can somebody help me out on this ticket.
