Journal Batch Approver List

I'm trying to delegate journal batch approval for finance director to a finance manager. However, the manager isn't in the list. Does anyone know where I can add the manager? Tried to add at General Ledger Super User-->Setup-->Employees-->Limits to the "Journal Authorization Limits (Primary & GASB)" , but still not showing up. Is it the right authoriziation table? Any background process need to run for him to show up as someone I can delegate to?
