Is there somewhere to set security for which worksheets a users can use?

A DBA from a consulting firm created a new worksheet for me that updates customer information.  I can download the worksheet and update rows with no problem.  Other users can download the worksheet but when they try to update rows they receive a PL/SQL error.  Any ideas?
