Match tape file to reconcile file program pulling reconciled records

in JDEdwards World (MOSC)
Why is the match tape file to reconcile file program (P09510) pulling in reconciled records in addition to unreconciled records?

A version of the refresh reconciliation file program (P09130) had been run with processing option #3 = 1 to pull in both unreconciled and reconciled records as well as processing option #6 = 1 to create multi members.  A version of the refresh was also run without creating a multi member, so the match tape file to reconcile file program was pulling records from both files.  Delete the multi member file if not using multi members.
