Flash Log Metrics

I am looking at the flash log metrics and I had a question about fl_prevented_outliers. My understanding is that this metric is the number of requests that would have taken longer than 500 milliseconds to complete. I was not able to find any documentation about the flash log metrics so I wanted to cnfirm if this assessment was correct. I was also interested to see if anyone has used this metric to do a time savings i.e. smart flash logging saved us x amount of time.
