Close/Cancel Partially Received PO's

Currently, when we have a partially received PO line and we want to close it out, we are cancelling the PO line.   This is after the PO has been (partially) received, so it  is too late to have receiving dept receive and close short.  Wondering if this is the best approach or if we should be "closing" PO, instead of cancelling it.
