How to get notifications on siebns.dat modifications

Hello siebel community friends,

In my current setup, it is possible for few set of users to go and change siebel configuration. I would like to get notification when that happens - who changed, what is changed and timestamp of the modification.

I am particularly interested to know when siebel component log levels are changed.

Can you guys help me in figuring this out?
