Question on HRMS Security profile

 Hello Friends.

I have a question on HRMS security profile. I have uploaded the document with screenshots and questions, This is about the restriction on employees and applicants, the security profile have access to the employees organizations. I checked this from the table per_organization_list associated with the security profile. In the security profile screen, I have selected "Restricted" for view employees option. 

My expectation is to view the employee when I log in through the responsibility, however I am not able to see. 

What am I missing??? Please refer to the uploaded document for more information.
