While Loading transaction i got this error.

Hi  there,
I was   creating  a manual transaction.
While   Loading transaction i  got this error.
"The transactions could not be loaded since the ruleset for the specified date range is not synchronized. Please synchronize the ruleset or submit the Transaction Interface Loader without the Classification and Rollup option."
Can anyone suggest what can be   the reason.
