Budget in Oracle Projects

Hi All

We want to implement Project Budget in our organization. The requirement is to stop doing a transaction if the transaction amount exceeds the budget limit. At the same time we don't want to use budget of  GL module and encumbrance . Is there any way out. Please suggest me if there is any standalone approach to use project budget without using GL budget and transaction can be stopped in AP & PO. 

Please provide me some document if possible.
