Create Accounting - Receiving Program

Hi Team

What is the usage / purpose of program "Create Accounting - Receiving" ?.

There is another program "Create Accounting - Cost Management". Do we need to run both the programs or only  "Create Accounting - Cost Management" is sufficient?
