patch 13833266 MSC_RESOURCE_AVAILABILITY body is invalid

Hi,
MSC_RESOURCE_AVAILABILITY body is invalid after patch 13833266 was applied.
The patch provides the new version of the package body but this was not applied by the patch.
Please advise why this happened and what else the patch failed to apply.
