Query on Number of workers in Adpatch ?

We have recently added a new app tier to out applications environment. When applying patches to the new server we have a lower number of potential workers when applying patches using adpatch. On the original app server we can choose up to 48 workers but were advised could have chosen 55 on the new server although 48 is recommended only 31 are available. Is this just down to the resources on the app server? The message below suggests it is to do with the database configuration, however both app servers are connecting to the same database.
