Is this message ignorable? I found an similar problem in
opatch warning "Optional component(s) missing : [ oracle.precomp.lang, 11.1.0.7.0 ]" while patch apply 9081430 [ID 1217893.1]
and from that note, got as far as :

cat $ORACLE_HOME/inventory/ContentsXML/comps.xml | grep oracle.precomp.lang
            DEP NAME="oracle.precomp.lang" VER="11.1.0.6.0" PLAT="HP_IA64"

The note says  "Verify the "oracle.precomp.lang" exists as required in comps.xml "
But not sure if this is the expected result or not as the database version is 11.1.0.7.
