Legacy Load flat files with non-english characters? Is this permitted?

Implementing several new legacy instances in our VCP setup.  One of the regions presented us tradingpartner.dat files with some chinese characters.   Initial errors indicate this is not workable with flat file load of trading partners.   What options exist?   VCP patch level is fairly current at 12.1.3.6.   No language patch installed only english.
