Rules being ignored on content information page

This pertains to Oracle WebCenter Content 11g runing on AIX server. I created a rule to limit the metadata users of a particular account see on the search and check in screen. The rules are working as expected on both of those pages. However on the content information page and when doing a check in similar, the rules appear to be ignored and all information and application metadata fields are displaying. The rule I created limits the metadata fields to a few of the predefined fields and several custom metadata fields.

I have the rule activation checked to include all the available actions. I have tried hiding and excluding all other custom metadata fields within the rule, which did not work and I tried creating another rule that excludes all the fields that we want to hide and added that rule to my profile. I cannot make that a global rule or it excludes those fields from the accounts that need them. I am fairly new at this, so I am assuming there may be something simple I am overlooking.
