functional / technical difference between hz_locations and hr_locations?

Hi All,
Can some one give me the functional /technical difference between hz_locations and hr_locations?
I have some idea about these tables, but I would like to hear opinions on the above. I mean when and which business entities or forms will insert or update into these objects.
