PAY: Action Parameter Group Name = 'BEE'

We have set up 'BEE' parameter group with threads = 1 so that all concurrent programs with action parameter group = 'BEE' will run with 1 thread.  But so far I was able to make it work using System Profile "HR:Action Parameter Group Name" set to 'BEE' to application, responsibility or user level.  If concurrent programs have a parameter group name = 'BEE', I was expecting them to use thread-1 regardless of application, responsibility or user.  Am I missing something?  Thanks.
