the network Adapter could not establish the connection

 I have just migrated a non-rac database to Rac 11gR2
Executed agentca -d

my grid control 11g recognizes all targets, when I select database and try to access any option the EM ask for credentials, after providing the info and press the button Login I receive the error "the network Adapter could not establish the connection"

I verified the file targets.xml and everything seems to be ok.

Suggestions?
