Earlier this year we experienced a problem when  attempting Transfer from OTL to BEE as the result of an assignment being purged after a timecard was created. Previous experience saw that the user would receive a fatal error if they attempted to purge an assignment after a timecard had been created: APP-HXT-39494: Cannot delete Assignment information while dependent timecards exist.

In researching why this error no longer appeared I discovered Document 243519.1 and Bug 2883146 which reference removing this behavior via a patch. I would like to get back the functionality of this error and prevent users from being able to purge an assignment if the assignment has a timecard created.
