ORA-27086: unable to lock file - already in use

After rebooting physical standby, trying to mount standby database and getting this error:

 alter database mount standby database

ORA-00202: control file: '/u02/oradata/prod/control/control01.ctl'
ORA-27086: unable to lock file - already in use
SVR4 Error: 11: Resource temporarily unavailable
Additional information: 8

ORA-205 signalled during:  alter database mount standby database...

Any help appreciated.
