can we create customers in Receivables responsibility?

Hi,We are in 12.1.3 and Create button is not appearing in Customer Form, through Receivables responsibility, in Vision Instance.
But the same is appearing in Order Management responsibility.
Any setup to be done, so that Create button appears in Receivables responsibility too?
