Croatian characters not shown correctly in PDF generated by Oracle Reports Server

We have report built on Report Builder 11.1.2.0.0, which shows Croatian characters well on preview in Report Builder, however when the report is run and PDF generated some of Croatian characters in PDF are not shown correctly.
NLS_LANG is set to CROATIAN_CROATIA.EE8MSWIN1250.
UIFONT.ALI was not touched yet.
The fonts used in the report are Times New Roman and Arial and MS Serif.
Please advise.
