patch 13019389, we are unable to relink FNDXIT.dll.

After applying patch 13019389, we are unable to relink FNDXIT.dll.  It failed during the relinking phase and again when a separate adadmin session was run to relink FNDXIT.dll.the log file is uploaded to https://support.us.oracle.com/oip/faces/filedownloadservlet?ObjectType=SR&ObjectNo=3-6161859111&FileName=adrelink.log
