getting exception text 'Not able to connect to the destination within the timeout period' in ECX_OXT

I have set up punchout for CDW supplier. Then I have created requisition  and autocreated PO but xml is created with status 'ECX_MSG_CREATED_ENQUEUED' but it is not getting delivered. It is failing.I just checked in ECX_OXTA_LOGMSG table.It is showing status 'Failure Connecting To Server.' and exception text 'Not able to connect to the destination within the timeout period'.

Please help.
