Getting "Setup.exe has stopped working" error when installing BIP10.1.3.4.2

I'm trying to install BIP 10.1.3.4.2 on windows server 2008 sp1, when i click on Setup.exe , in window it says All installation requirements met. but getting "setup.exe has stopped error".I have followed ID 1274939.1   but no luck . how to fix this error?
