adcfgclone.pl appsTier failed while cloning

I am trying to clone the instance. I am at the step to run the adcfgclone.pl on appsTier. However, this was failed with error. The CloneContext.log indicated that the db connection could not be established.  The ApplyAppsTier log indicated that there was an ora-12541 TNS: no listener error. I went to the db tier and checked, lsnrctl status listener_name showed that the listener was up. What might be the problem in this case? The version of ebs we have is 12.1.3 Please advice. Thank you very much.
