how do i open a ticket on ACT 32 with PS Payroll 9.1?

we are having some emp being taxed at thier resident local tax code instead of the work location - set up is correct on the emp level - only happens to a few emp each pay when they are being allocated to other depts - but not all emp  

 in house support can't find any problems to trouble shoot this for me
