13019389 - Oracle Application Object Library : 12.1.3 - Unable to relink FNDXIT.dll after applying

Hi Team,
After applying patch 13019389, we are unable to relink FNDXIT.dll.  It failed during the relinking phase and again when a separate adadmin session was run to relink FNDXIT.dll.
