OACORE / OA Framework gives me intermediatly "FND_NO_DATABASE_CONNECTION" even after patched with on

We yesterday hit again wth "FND_NO_DATABASE_CONNECTION" error in OA Framework log files.
We got the same earlier intermediately. Found notes and links in MOS and applied following 2 patches :
10108052    OFF10CERT:ONE OFF PATCH REQUIRED FOR BUG 9967127 FOR 12.1.3
10104874    CONNECTION LEAKS FROM FNDGFM.JSP                      (ESA MLS)

EVEN after same y'day user experienced ERROR " You have encountered unexpected error Please contact System Administrator".
On checking LOGS under - /u02/app/applmgr/inst/apps/DEVEBS_hqdev15/logs/ora/10.1.3/j2ee/oacore/oacore_default_group_1

ERROR SEEN:
12/09/05 14:07:57.534 html: chain failed
javax.servlet.ServletException: Application: FND, Message Name: FND_NO_DATABASE_CONNECTION.
        at com.evermind[Oracle Containers for J2EE 10g (10.1.3.4.0) ].server.http.EvermindPageContext.handlePageThrowable(EvermindPageContext.java:899)
