Does SIM have built-in Mail Server ?

 Hi

How come the SIM sends mails to users on performing some transactions, like transfer dispatch? Does it have built-in Mail Server packaged into installer?  I have the eclipse with dev setup for SIM, where the mail feature is not working, though all the settings/configurations are correct. I know in dev setup, we don't have any mail server. But why does it work in the installed SIM ?
