BIP report autorun feature

hi,
I have 2 questions about the autorun checkbox at the report property level (BI Publisher 11):

- is there a way to turn the autorun option off at the server level since it's really annoying to uncheck it for every single report created
- if autorun is off, when a report has several layouts, it will still autorun if we open the report and choose a different layout that the default one - clicking on a tab basically (no parameter has been entered yet and we have not clicked on Run report). should I submit a bug for this??
