Cannot connect OAM to Metalink - is patch 10351691 also applicable to R12.1?

I am trying to work with the Patch Wizard, but I need to first configure my connection to Metalink. It's asking for Metalink User ID, Password and Email. I search Metalink and found note 1272779.1. This patch is not in our R12.1 instance looking in ad_bugs and ad_applied_patches.

I haven't taken the training yet. I tried, but I got a message saying it was not available at this time!

I really just want to make sure I have all the necessaray patches applied, but don't want to spend a year setting up Patch Wizard to find out.
