Delegated by confliccting with access profile

hi,
I have set up the access profiles so that no one but the administrators can delete an activity however I've noticed that if someone delegates a task to someone else (so they have their name in the Delegated By field and someone elses in the Owner field), they can delete the activity. Why is this? How can I change that?
