upgrading multilingual Siebel Application

Hi,

We have upgraded suebel application from 7.8 to 8.1.1.7 and its multilingual application.

We have an issue on "ecommunicaiotn_ara" application , After doing a full compilation by selecting Language Setting as "ARA" in siebel dedicated tools, in thin client(application) it appears that all captions and lables are missing, and no menu or screen tabs are displayed.

Another application "ecommunication_enu" works perfectly with full compile srf.

Could you please suggest what might be the issue ? how to check LOCALE (ARA) releated data has upgraded in my repository?
