Deployment

My company is having work location in different time zones.Can we deploy a package even if the users are logged into JDE, because our users are logged into JDE always?
Is there any workaround to do deployment and restart JDE without disturbing end users ?

JDE Version: 8.12
OS : Windows XP SP3
Browser: Internet Explorer 6
