POAPPRV Worflow is not launching

Hi,

After creation of a PO Requistion (Blanket)  and approved it, running the 'Create Releases' program to create PO line and Release. The same program is approving the PO Release but PO Approval (POAPPRV) workflow is not launching and not sending the Email to Supplier. When I'm trying to create and approve a PO Release from PO Summary form, PO workflow is launching and sending the PO PDF through Email to Supplier. Please let me know whether is it intended functionality or a bug. Also please let me know the alternative to send Emails in this scenario. My cleint is using this process to
