P0071 not Maintaining the century flag on Add

We have noticed that when new records are created in P0071 the century flag is left blank.  We assumed a bug in the program and went and sql'd the '1" into the field.  Now we can not update calendar records.  In searching another ticket had been created in the past with a similar issue ((   SAR 3976332 Bug 12464595) and was classified as not a bug, with little to no detail I could see.

The Question, is it now "SOP" that the century flag is *blank?
