Problem Description---------------------------------------------------
I am asking a question regarding upgrade of Oracle E-business 11.5.10.2 to Oracle 12.1.3

Patch no 13833174

Patch 13833174:R12.PO.B  is to be installed in preinstall mode

Reason for Obsolescence
13833174:R12.PO.B was having issue with pre-install manual steps. Please use replacement checkin.


This patch has been marked as defective and

Note: The most recent replacement for this patch is 14145836:R12.PO.B.

The readme for patch 14145836  -- does not include the note that it is to be installed in pre-install mode
