upgrade oracle application from 12.0.6 to 12.1.3

We need to upgrade oracle application from 12.0.6 to 12.1.3 or latest version. But we have following questions regarding the same.

Please give the ans for each questions and i appreciate if you share other information’s regarding the same.

1.    What are the recommendations of upgrade oracle application from12.0.6 to 12.1.3 or latest version?
                      Please describe in detail with features and impact etc.
2.    If not upgrading current version 12.0.6, what are the impacts on business and application?
3.    Why versions up gradation are mandatory?
