Date Range on the Collection

There is a date range on the Collection screen for the runtime parameter using the Start Period and End Period.  I ran the collection in a test environment for the month of January; however it collected the new transactions that were created in September. Curious if that is normal?   I would have assumed it would have only collect January related transactions.
