11781836 Patch information check...

Chris says:We are currently on R12.1.3 and the Remote Diagnostic Agent is reporting that we are at R12.AP.B.3. 
I'm trying to determine if patch 11781836 is already installed or not.
 he OAM patch page is showing that it has NOT been installed. 
However, spot checking a few of the files version a part of patch 11781836 shows that we have newer versions of some packages already installed that are a part of patch 11781836.

So if we are on R12.1.3 and are at R12.AP.B.3 has patch 11781836 already been installed?
