Responsibilities doesn't show up in isupplier Portal?

We have upgraded our EBS from 11.5.10.2 to R 12.1.3. When we login to supplier (external) portal, responsibilities doesn't show up.

If the user has one responsibility and one function, then it launches the function.  After launching the function, whe you click on Home link, the home page doesn't have any responsibilities listed.

Any help is greatly appreciated.
