campaign automation report

I have some questions in regards to the reports generated from an automated campaign.
If we configure an inclusion dynamic list in a workflow, is it mandatory to specify a target list with the program associated to this workflow campaign?
And if these two lists are the same (configured both in inclusion list and target list), are there any impacts on our numbers in our reports?
We have currently set the same lists in our workflow campaign and are noticing that our final drop count from the report is doubled from the count of contacts in the target list itself.
