Default Deviation Workflow

I am trying to allow our Deviations to auto promote without asking the question of whether it needs Effective From: or Effective To:  Our Deviations don't usually use this section.  We usually use a specific customer's shipping number, or we use a quantity, which is notated in the Description of Change text section.

The Deviation usually waits until all the approvers have approved, then declares "Notification of failed autopromotion".  It waits for the Change Analyst to "push" the Deviation to Released.  That's the last lifecycle phase we use.

I've looked in Agile Java for something that could be changed, but I can't find anything.  I looked up Criteria, Attributes, Workflow, Smart Rules, etc.....
