Escalation to Manager of User, not Approving Changes in Timely manner.

One of our managers would like to receive a notification when anyone in his 'group of engineers' doesn't approve a Change in a Timely manner.  I believe I should use "Escalations", which is on each individual User, that is in his 'group'.  How do I do this? 

Looks as if I need to create a Criteria that might say something like this:  "All Change Orders 36 hours old."  I'm not certain if we can signify hours after being in a certain workflow status.  

I looked up "Criteria" in Agile Java, but when I click on it, I don't understand how to change it.  And, How does Agile know what to do by just using words such as what I'm looking for..."All Change Orders 36 hours after last promoted status".  Can you help me on Criteria?
