Is there a file name length restriction for attachments?

For Oracle EBS 12.1.3

We are attempting to load files as attachments with very long file names (over 100 characters).  We can load the file, but when we try to retrieve the file we get a message of file not found.  Works OK with shorter names (< 60 characters).
