INV LCM Enable - Purchase orders shipments with inventory destination type that do not have LCM cha

Dear,

We are in Process of LCM GO live, I just come across the note, 1055959.1 which say ““Please note that even for Purchase orders shipments with inventory destination type that do not have LCM charges like, insurance, Freight... it is necessary to create LCM shipments (for 0 cost):”

Receiving location, majority of the PO’s  doesn’t need the landing cost, just for the system requirement we are obliged to create LCM shipment, risk user might commit mistake

Other than creating another inventory org, for LCM what is the best approach
