unplanned issuance of items a CMRO work order

Is there any way you can do material issuance against a CMRO work order without creating a material requirement first? Just like in discrete jobs where you can use the WIP material transaction (Specific Component) to issue any item against work order without adding it first in the Job Order. This is to address a business requirement where an urgent part is needed and required to be issued right away.
